The Whitpain Township Finance Department is responsible for the collection, recording and investment of all revenues due to the Township, from all sources, and for the disbursement of Township funds in compliance with the Annual Budget as approved by the Board of Supervisors.

Whitpain Township utilizes the modified accrual basis of accounting and maintains financial records in strict conformance with generally accepted accounting principles. Township financial records are audited annually by Bee, Bergvall & Co., LLP, Certified Public Accountants, who issue Audited Financial Statements, which are available for public review. The Auditor General’s Office of the Commonwealth of Pennsylvania also conducts audits of specific Township records, relating to the Township’s use of State funds.

The Finance Department is also responsible for:

Preparation and issuance of the monthly Treasurer’s Report and list of bills
Preparation of the Annual Budget
Sewer Rental quarterly billings
Issuance of sewer connection permits - fee of $250.00
Sewer Certifications - fee of $25.00
Maintenance of the fixed asset inventory system 
Payroll Processing
Administration of the Township’s Police and Non-Uniformed Employees’ Pension Plans.

All sewer rental bills are mailed quarterly directly to the property owner. Invoices are payable net 30 days. A 10% penalty is added after 30 days.

The quarterly rates are:
Residential: $85.00
Commercial: $150.00 up to 12,000 gallons
$7.30/each additional 1,000 gallons


Real Estate Tax

There are 2 real estate tax bills issued annually. One for the County & Township and one for the School District. The fiscal year for the County and Township is the calendar year - January 1 to December 31. Bills are sent on or about March 1. The fiscal year for the school district is July 1 to June 30. Bills are sent on or about July 1. Real estate tax is based on an assessed value determined by the Montgomery County Board of Assessments. Appeals for reassessment must be made directly to the County Board of Assessments in Norristown.

Each entity of local government (County, Township & School) sets its own tax rate. A 2% discount is offered for payment made within 60 days and a 10% penalty is levied after 120 days.

The office of the Tax Collector is located in the rear of the Township Building and is open Tuesday & Thursday from 10:00 a.m. to 1:00 p.m. and Wednesday from 4:30 p.m. to 6:30 p.m. During the final payment weeks, hours will be extended. Schedule for these weeks will be available on the office telephone recording and website. Real Estate Tax Bills may be paid in person at TD Bank on Swede Road.

(Fire Hydrant Tax applies if a house is located within 780 ft. of a Fire Hydrant.)

Local Service Tax Collector - Berkheimer Tax Administrator

The LST  is an Act 511 tax that requires all persons working in the Township to pay $52.00 each  year. For employees, the tax is collected by payroll withholding and remitted to Berkheimer. Tax payers who expect to make less than $12,000 for the calendar year can file an exemption certificate with their employer.

A 1.0% Earned Income Tax became effective January 1, 2001 by passage of Township Ordinance Number 203-1. The tax requires that all persons living or working in the Township pay 1.0% on all individual gross earnings and net profits from businesses. 

The Earned Income Tax is split with the Wissahickon School District. The Township and the School District receive 50 % of the tax collected in Whitpain Township.
