A Budget Work Session of the Whitpain Township Board of Supervisors was held on Wednesday, November 14, 2007 at the Whitpain Township Building, 960 Wentz Road, Blue Bell, PA at 9:00 AM in Meeting Room B. Chairman Leigh P. Narducci was present with Supervisors Anthony F. Greco, Joseph J. Palmer, and Brian W. Young. Township Manager Phyllis C. Lieberman, Assistant Township Manager / Township Engineer Roman M. Pronczak, Director of Finance M. Elizabeth McBride, and Assistant Finance Director Andi Gallagher were also present. Supervisor William L. McKernan III was absent.

Ms. McBride discussed the need for a tax increase to avoid depleting reserve funds, and recommended a 16% increase. This equates to approximately $85.50 for a property assessed at $285,000. Mr. Palmer added that 75% of the budget, or approximately $8.0 million, represents personnel costs, which includes in-house staff and consultants. He added that if staffing levels are where they should be, there is not much that can be done other than cutting services or increasing taxes.

Ms. McBride indicated that the recommended increase would consist of a 0.22 mil increase for General Purpose, a 0.06 mil increase for Debt Service, and a 0.02 mil increase for Fire Protection. Mr. Young questioned the need for the increase for debt service, and Ms. McBride explained that based on the payment schedule, this would enable making payments without the need to transfer funds from the General Purpose category.

Ms. McBride also reviewed revenue projections and how these revenues are categorized. She added that there is no sewer rate increase recommended for 2008, but that she will further evaluate consumption based billing for subsequent years.
