Work Session - October 16, 2007

A Work Session of the Whitpain Township Board of Supervisors was held on Tuesday, October 16, 2007 at the Whitpain Township Building, 960 Wentz Road, Blue Bell, PA at 7:30 PM for the purpose of reviewing the agenda of the October 16, 2007 Supervisors' Meeting. Chairman Leigh P. Narducci was present with Supervisors Joseph J. Palmer, Brian W. Young, Anthony F. Greco, and William L. McKernan III. Township Solicitor J. Peirce Anderson, Township Manager Phyllis C. Lieberman, Assistant Township Manager/Township Engineer Roman M. Pronczak, Police Chief Mark A. Smith, Director of Finance M. Elizabeth McBride, Director of Public Works Ronald J. Cione, Fire Marshal David M. Camarda, and Parks and Recreation Director Kurt W. Baker were also present. Director of Code Enforcement Michael E. McAndrew was absent. Two reporters were present.

The Supervisors reviewed the agenda discussing the announcement regarding vacancies on the Planning Commission and Zoning Hearing Board in 2008, advertisement of Budget Work Sessions, the scheduling of Supervisors' Meetings in November, approval of the minutes of October 2, 2007, approval of the Treasurer's Report for the month of September, 2007, authorization to advertise for bids for the sale of a sewer camera and related equipment, approval of the inter-jurisdictional pretreatment agreement between the East Norriton Plymouth Whitpain Joint Sewer Authority and the three member municipalities, a motion to piggyback the State Contract for liquid magnesium chloride with corrosion inhibitor for the period October 1, 2007 through September 30, 2008, authorization to sign a Pillar Agreement with Marc Jonas and Claudia McCarron to allow a paver block driveway apron within the right of way of 1465 Granary Road, approval of a Contract Agreement between Whitpain Township and the Commonwealth of Pennsylvania-Department of Community and Economic Development regarding a grant in the amount of $13,025 for a truck route evaluation study, consideration of a request from the Montgomery County Community College for a waiver from the requirement of preparing a land development plan for the construction of a concrete pad and bus shelter in the vicinity of the Advanced Technology Center, adoption of Resolution Number 836 approving the Subdivision/Land Development Plan for the Kowalski/Mayer/Valeri Tracts, and adoption of Resolution Number 837 approving the Land Development Plan for Well No. 15 Water Supply Facility-Ambler Borough Water Department.

Mrs. Lieberman then confirmed the dates and times for the Budget Work Sessions.

Ms. McBride asked the Supervisors if they wished to seek proposals for pension investment advisors. After some discussion, the Supervisors said that they did.

Ms. McBride then advised the Supervisors that there have been numerous assessment reductions in the Township over the past several months and that they will affect income from taxes.

Mrs. Lieberman asked if any Board member was going to participate in the Ambler Holiday Parade. If so, he should advise Ambler.

The Supervisors then discussed a personnel matter, after which they left for the public meeting.

There being no further business to discuss, there was no continuation of the Work Session after the Public Meeting.
