Work Session #7 - 2008

A Work Session of the Whitpain Township Board of Supervisors was held on Tuesday, April 1, 2008 at the Whitpain Township Building, 960 Wentz Road, Blue Bell, PA at 7:30 PM for the purpose of reviewing the agenda of the April 1, 2008 Supervisors' Meeting. Chairman Joseph J. Palmer was present with Supervisors Brian W. Young, Anthony F. Greco, and Adam D. Zucker. Township Solicitor James J. Garrity, Esq., Township Manager Phyllis C. Lieberman, Assistant Township Manager/Township Engineer Roman M. Pronczak, Director of Finance M. Elizabeth McBride, Police Chief Mark A. Smith, Director of Public Works Ronald J. Cione, and Fire Marshal David M. Camarda, and Director of Parks and Recreation Kurt W. Baker were also present. Supervisor William L. McKernan III and Director of Code Enforcement Michael E. McAndrew were absent. One reporter and 4 members of the public were also present.

The Supervisors reviewed the agenda discussing approval of the minutes of the March 18, 2008 Supervisors' Meeting, approval of the March 2008 Voucher List, approval of a Grant Agreement between Whitpain Township and the Commonwealth of Pennsylvania-Department of Environmental Protection regarding a $60,000 Grant for conversion of two existing detention basins to naturalized basins, and adoption of Resolution Number 851, authorizing the Chairman and Secretary to sign on behalf of the Township, a Project Letter Agreement with the Pennsylvania Department of Transportation for the adjustment of incorporated utility facilities for Project SR0073, Section WTP at Skippack Pike and Narcissa Road.

John LaFatta, President of WRA and Jim Richie, Vice-President of Administration for WRA then gave a report to the Supervisors on WRA, its activities, and future needs, which include more fields for soccer and baseball and indoor facilities for basketball. The Supervisors had a lengthy discussion with them about the contributions of Ambler and Lower Gwynedd and other surrounding townships whose children participate in the programs. They explained that there is a different rate structure for those children, but volunteer coaches and Board members reside in the other communities. They noted that many of the facilities presently used will not be available in the near future, notably the community College. The question of the Township's donating land for fields was discussed and the Supervisors said that they would be amenable to that if WRA puts together a plan that is acceptable. Mr. Young noted that the Board must first decide what it wants to do with all the property the Township owns .It was also suggested that surrounding townships with participants in our programs be approached about using their fields.

The Supervisors then left for the public meeting.

At approximately 8:10 PM the Work Session was reconvened.

Mr. Pronczak explained that PennDot will be re-paving Route 73 and he has suggested that the milling work be done during the day, but paving be done at night, so that there is as little disruption as possible. The Board agreed.

Mrs. Lieberman asked which Supervisors would be attending the Township's Earth Day Celebration. Mr. Palmer and Mr. Greco said that they would.

Mr. Pronczak brought to the Board's attention a request from the Turnpike Commission about the placement of detention basins for the widening project. The placement would guarantee that residential properties would not have to be taken.

The Supervisors then discussed two legal matters.

The regular meeting of the Whitpain Township Board of Supervisors was held on Tuesday, April 1, 2008 at the Whitpain Township Building, 960 Wentz Road, Blue Bell, PA. Supervisors Joseph J. Palmer, Brian W. Young, Anthony F. Greco, and Adam Zucker were present. Township Manager, Phyllis C. Lieberman, Township Engineer/Assistant Township Manager, Roman Pronczak, Township Solicitor, James J. Garrity, Director of Finance, M. Elizabeth McBride, Police Chief Mark A. Smith, Park and Recreation Director, Kurt W. Baker, Director of Public Works, Ronald J. Cione, Fire Marshal, David M. Camarda and Recording Secretary, Michele Alifano were also present. Supervisor William L. McKernan and Code Enforcement Officer, Michael E. McAndrew were absent. There were approximately 5 members of the public in attendance.

Following the Pledge of Allegiance, Chairman Palmer called the meeting to order.

A motion was made by Mr. Greco, duly seconded by Mr. Zucker, and unanimously passed to approve the minutes of the March 18, 2008 Board of Supervisors' Meeting.

A motion was made by Mr. Zucker, duly seconded by Mr. Greco, and unanimously passed to approve all expenditures on the March, 2008 Voucher List, which totaled $416,867.71.

A motion was made by Mr. Greco, duly seconded by Mr. Zucker, and unanimously passed to approve a Grant Agreement between Whitpain Township and Commonwealth of Pennsylvania - Department of Environmental Protection regarding a grant in the amount of $60,000 for conversion of two existing detention basins to naturalized basins.This grant is part of the Environmental Stewardship and Watershed Protection Act Grant Program.

A motion was made by Mr. Zucker, duly seconded by Mr. Young, and unanimously passed to adopt Resolution Number 851, authorizing the Chairman and Secretary to sign on behalf of the Township, a Project Letter Agreement with the Pennsylvania Department of Transportation for the adjustment of incorporated utility facilities for Project SR0073, Section WTP at Skippack Pike and Narcissa Roads.

Vice Chairman Young called for any comments or questions from the Board. There were none. He then called for any old or new business from the public. There was none.

With no further business to come before the Board, Vice-Chairman Young adjourned the meeting at 8:05 p.m.
