Work Session #5 - 2007 A Work Session of the Whitpain Township Board of Supervisors was held on Tuesday, March 6, 2007 at the Whitpain Township Building, 960 Wentz Road, Blue Bell, PA at 7:30 PM for the purpose of reviewing the agenda of the March 6, 2007 Supervisors' Meeting. Vice Chairman Joseph J. Palmer was present with Supervisors Anthony F. Greco, and Brian W. Young. James Garrity from the Township Solicitor's office, Township Manager Phyllis C. Lieberman, Assistant Township Manager/Township Engineer Roman M. Pronczak, Chief Mark A. Smith, Director of Public Works Ronald J. Cione, Director of Code Enforcement Michael E. McAndrew, and Parks and Recreation Director Kurt W. Baker were also present. Supervisor William L. McKernan III, Finance Director M. Elizabeth McBride, and Fire Marshal David M. Camarda were absent. Chairman Leigh P. Narducci arrived after the public meeting. There was one reporter present. The Supervisors reviewed the agenda discussing approval of the minutes of the February 20, 2007 Supervisors' Meeting, approval of the February 2007 Voucher List, approval of the final Land Development Plan for Phases II and III for Blue Bell Springs, and approval of Change Order PC-1 adding additional sprinkler heads as part of the basement renovations in the total amount of $2525. Mrs. Lieberman and Mr. Pronczak discussed the lack of transportation funding coming from the state and federal government. It is now at the point where major projects are being delayed or abandoned and smaller ones don't have a chance of being funded. The Board agreed that we need to be more vocal with our legislators regarding how important projects are in our Township. Mrs. Lieberman then noted that she had received a call from the Whitemarsh Township Manager as to the status of the Broad Axe Intersection improvements. A plan had been created by the Montgomery County Planning Commission which seemed to be acceptable to both townships, but the funding is not in place. There was $5000 allotted to each community for planning purposes, although it has not been received as yet. After some discussion, the Supervisors felt that contact should be made with Representative Gerber's office about setting up another meeting. Mrs. Lieberman said that she would do that after we learn the result of the Sunoco Zoning Hearing Board case, since they have agreed to make substantial road improvements if they are permitted to re-open. There was then a discussion about what to spend the remaining County Open Space money on. It had been suggested that since there is only approximately $325,000 left that it be used on development of the trail system at Wentz Run Park. The Supervisors also suggested that it might be able to be used for the purchase of development rights on prioritized properties in our Open Space Plan. As the discussion got into specific parcels, the Board closed the session to the public as this was a land acquisition issue protected under the Sunshine Law. The Supervisors then left for the public meeting. At approximately 8:10 PM the Work Session was reconvened. The Supervisors discussed two legal matters. At approximately 9:00 PM the Work Session was adjourned. Phyllis C. Lieberman #5 - 2007 The regular meeting of the Whitpain Township Board of Supervisors was held on Tuesday, March 6, 2007 at the Whitpain Township Building, 960 Wentz Road, Blue Bell, PA. Supervisors Joseph J. Palmer, Brian W. Young, and Anthony F. Greco were present. Township Manager Phyllis C. Lieberman, Assistant Township Solicitor James Garrity, Township Engineer/Assistant Township Manager Roman Pronczak, Director of Public Works, Ronald J. Cione, Chief Mark Smith from the Police Department, Code Enforcement Officer Michael E. McAndrew, Park and Recreation Director, Kurt W. Baker, and Recording Secretary Michele Alifano were also present. Supervisors Leigh P. Narducci and William McKernan, III, Township Solicitor J. Peirce Anderson, Director of Finance, Elizabeth M. McBride, and Fire Marshal David M. Camarda were absent. There was one member of the public in attendance. Following the Pledge of Allegiance, Vice-Chairman Palmer called the meeting to order. A motion was made by Mr. Greco, duly seconded by Mr. Youngr, and unanimously passed to approve the minutes of the February 20, 2007 Supervisors' Meeting. A confirming motion was made by Mr. Greco, duly seconded by Mr. Young, and unanimously passed to approve all expenditures on the February, 2007 voucher list. A motion was made by Mr. Greco, duly seconded by Mr. Young, and unanimously passed to approve the final land development plan for Phases II & III titled "Blue Bell Springs, Sheets 1 of 33 through 33 of 33", prepared by D. S. Winokur Associates, Inc., plan dated May 7, 2001, and last revised January 25, 2007, in accordance with Section 509 (b) of the Pennsylvania Municipalities Code conditioned upon execution of an Improvement Construction Agreement, receipt of all necessary permits from the Pennsylvania Department of Environmental Protection, posting of financial security, and resolution of items in letter from the Township Engineer dated March 1, 2007. This plan is consistent with the overall land development plan approved for the entire site. However, the development is being built in phases. This plan involves the second and third phase of four phases. A motion was made by Mr. Young, duly seconded by Mr. Greco, and unanimously passed to approve Change Order PC-1, adding additional sprinkler heads as required by Code Enforcement as part of the basement renovations, in the total amount of $2,525.
