Work Session #2 - 2007 A Work Session of the Whitpain Township Board of Supervisors was held on Tuesday, January 16, 2007 at the Whitpain Township Building, 960 Wentz Road, Blue Bell, PA at 7:30 PM for the purpose of reviewing the agenda of the January 16, 2007 Supervisors' Meeting. Chairman Leigh P. Narducci was present with Supervisors Brian W. Young, Joseph J. Palmer, and William L. McKernan III. Township Solicitor J. Peirce Anderson, Assistant Township Manager/Township Engineer Roman M. Pronczak, Director of Finance M. Elizabeth McBride, Police Chief Mark A. Smith, Director of Public Works Ronald J. Cione, Code Enforcement Officer Michael E. McAndrew, and Parks and Recreation Director Kurt W. Baker were also present. There was one member of the public present. Supervisor Anthony F. Greco, Township Manager Phyllis C. Lieberman, and Fire Marshal David M. Camarda were absent. The Supervisors reviewed the agenda discussing the presentation of a plaque to Mr. Richard Loy of the Whitpain Township Park & Recreation Board in recognition of his 17 years of service, approval of the minutes of the January 2, 2007 Supervisors' Meeting, the release of $28,872.00 (Release #4) from the escrow fund for 630-646 Skippack Pike (LD-2-03), the release of $61,751.37 (Release #6) from the escrow fund for Foxcroft II (former Miller property), the release of $27,068.53 (Release #11) from the escrow fund for Foxcroft (Greger Pileggi), the release of $33,640.65 (Release #5) from the escrow fund for the Frost Office Building (LD-8-05), located at 1061 DeKalb Pike, the release of $180,666.06 (Release #3) from the escrow fund for the Deer Lake Development (Anderson / Lake Tracts LD-8-04), the release of $30,870.90 (Release #4) from the escrow fund for 599 Skippack Pike (LD-7-04), adoption of Resolution Number No. 820 which would approve Land Development Plan titled "1860 Skippack Pike - Sheets 1 of 17 through 17 of 17", prepared by Woodrow & Associates, Inc., the advertisement of proposed Ordinance No. 4-221, an Ordinance which would adopt new standards for fence installations perpendicular to any area designated as a floodplain conservation district, and several Zoning Hearing Board applications. The next item discussed was delivery of Board packets and the fact that they can no longer be placed in mailboxes. Township staff will look into possible alternatives. The Supervisors also discussed the possibility of creating email addresses for each Supervisor. It was decided that an address titled supervisors@whitpaintownship.org would be created and that staff would check the emails and forward them to the appropriate individual email addresses. Mr. Pronczak informed the Supervisors that the draft amendment to the floodplain ordinance dealing with fences was acceptable to FEMA. The supervisors then discussed the newly adopted ordinance in East Norriton Township dealing with sewer lateral inspections. The discussion involved considering inspection of laterals prior to transfer of homes. These inspections would involve televising the lateral and checking to see if a sump pump is illegally connected. It was further discussed that this could be a pilot project for additional code compliance inspections in the future. The cost of the inspection was discussed, and it was decided that staff should research this matter further and prepare a recommendation. Mr. Pronczak informed the Supervisors that we received notice that Welex Corporation will be moving out of the Township, which involves approximately 45 employees. He also added the Senator Rafferty's office contacted him with a request that they be allowed to have office hours in our building one day each month. The only concern raised by the Supervisors was that if the office hours are announced, they would want assurances that someone will be here on those days. Mr. Pronczak will provide additional details when he receives the information. The Supervisors then discussed a personnel matter. At approximately 8:00 PM the Work Session was adjourned and the Supervisors left for the public meeting. Roman M. Peirce Anderson, Township Engineer/Assistant Township Manager Roman Pronczak, Finance Director Betsy McBride, Director of Public Works, Ronald J. Cione, Chief Mark Smith from the Police Department, Code Enforcement Officer Michael E. McAndrew, Park and Recreation Director, Kurt W. Baker, and Recording Secretary Michele Alifano were also present. Supervisor Anthony F. Greco,Township Manager Phyllis C. Lieberman, and Fire Marshal David M. Camarda were absent. There were approximately 15 members of the public in attendance. Following the Pledge of Allegiance, Chairman Narducci called the meeting to order. The Supervisors presented a plaque to Mr. Richard Loy of the Parks & Recreation Board in recognition of his 17 years of distinguished service. Mr. Loy made several comments thanking the Board for providing him with the opportunity to serve the community. Chairman Narducci announced the dates for the regular Board of Supervisors meetings which are scheduled for Tuesday, February 6, 2007 and Tuesday, February 20, 2007 at 8:00 p.m. A motion was made by Mr. Palmer, duly seconded by Mr. McKernan, and unanimously passed to approve the minutes of the January 2, 2007 Supervisor's Meeting. One confirming motion was made by Mr. Young, duly seconded by Mr. McKernan, and unanimously approved to release $ 28,872.00 (Release #4) from the escrow fund for 630-646 Skippack Pike (LD-2-03), $ 61,751.37 (Release #6) from the escrow fund for Foxcroft II (former Miller property), $ 27,068.53 (Release #11) from the escrow fund for Foxcroft (Greger Pileggi), $33,640.65 (Release #5) from the escrow fund for the Frost Office Building (LD-8-05), located at 1061 DeKalb Pike, $180,666.06 (Release #3) from the escrow fund for the Deer Lake Development (Anderson / Lake Tracts LD-8-04), located on the southeastern corner of Morris and North Wales Roads, and $30,870.90 (Release #4) from the escrow fund for 599 Skippack Pike (LD-7-04). A motion was made by Mr. McKernan, duly seconded by Mr. Palmer, and unanimously passed to adopt Resolution No. 820, approving the Land Development Plan titled "1860 Skippack Pike - Sheets 1 of 17 through 17 of 17", prepared by Woodrow & Associates, Inc., plans dated March 16, 2005, and last revised November 15, 2006 in accordance with Section 509 (b) of the Pennsylvania Municipalities Planning Code conditioned upon execution of an Improvement Construction Agreement, posting of financial security, receipt of all necessary permits from the Pennsylvania Department of Transportation, receipt of all necessary permits from the Pennsylvania Department of Environmental Protection, and resolution of items in letters from the Township Engineer dated June 29, 2005 and December 5, 2006. A motion was made by Mr. Palmer, duly seconded by Mr. Young, and unanimously approved to authorize the Assistant Township Manager to advertise proposed Ordinance No. 4-221, an Ordinance amending Chapter 160, §160-164.I of The Code of the Township of Whitpain, repealing §160-164.I and adopting a new §160-164.I adopting new standards for fence installations perpendicular to any area designated as a floodplain conservation district and repealing any Ordinances or parts of Ordinances inconsistent herewith. The Board of Supervisors took no action regarding the following applications to the Zoning Hearing Board: NO: 1717-06: Application filed by Danny Jake Corporation as equitable owner of the property located at 860 North Wales Road, Blue Bell, PA, 19422, for the following relief at the subject property:
The zoning classification of the subject property is "R-7" Residential District. The Planning Commission voted 7-0 to recommend that the Zoning Hearing Board deny the subject application as presented, but recommended that if the Zoning Hearing Board grants the relief the approval would be subject to conditions. NO: 1718-06: Application filed by Generoso & Stacey N. Demarco as owners of the property located at 46 Norristown Road, Blue Bell, PA, 19422, for the following relief at the subject property:
The zoning classifications of the subject properties are "R-2" Residence and "FP" Floodplain Conservation District. The Planning Commission voted 7-0 to deny the subject application. NO: 1719-06: Application filed by Erminia Simon as owner of the property located at 1471 Manor Lane, Blue Bell, PA, 19422, for the following relief at the subject property:
The zoning classification of the subject property is "R-1" Residence District. The Planning Commission voted 7-0 to remain neutral on the subject application. The zoning classification of the subject property is "R-1" Residence District. The Planning Commission voted 7-0 to remain neutral on the subject application. Mr. Palmer asked if any member of the Board had any comments. At this time, Chairman Narducci announced that his term on the Board of Supervisors is up at the end of 2007, and he will not seek re-election. Mr. Palmer thanked Chairman Narducci for his accomplishments and level of dedication over his 27 years of service, for which the Township will always be grateful. There being no further business to come before the Board, on motion made by Chairman Narducci, the meeting was adjourned at 8:06 P.M.
