Work Session #13 - 2008 A Work Session of the Whitpain Township Board of Supervisors was held on Tuesday, July 1, 2008 at the Whitpain Township Building, 960 Wentz Road, Blue Bell, PA at 7:30 PM for the purpose of reviewing the agenda of the July 1, 2008 Supervisors' Meeting. Chairman Joseph J. Palmer was present with Supervisors Brian W. Young, Anthony F. Greco, William L. McKernan III, and Adam D. Zucker. Township Solicitor James J. Garrity, Esq., Township Manager Phyllis C. Lieberman, Assistant Township Manager/Township Engineer Roman M. Pronczak, Director of Finance M. Elizabeth McBride, Police Chief Mark A. Smith, Director of Public Works Ronald J. Cione, Director of Code Enforcement Michael E. McAndrew, Fire Marshal David M. Camarda, and Director of Parks and Recreation Kurt W. Baker were also present. One resident and one reporter were present. The Supervisors reviewed the agenda discussing two announcements, one regarding a new sign-in procedure at Supervisors' Meetings and the other that there will only be one Supervisors' Meeting in the month of August, on August 5th, approval of the minutes of the June 17, 2008 Supervisors' Meeting, a confirming motion to approve all expenditures on the June 2008 voucher list, a motion to allow the Parks and Recreation Department to erect signs at various locations to advertise for the US Sports Institute Camp which will take place at Wentz Run Park, consideration of a request from Montgomery County Community College for a waiver from the requirement of preparing a land development plan for the construction of two 10' by 12' storage sheds in the area of the athletic fields, to be located a minimum of 100 feet from any property line, acceptance of a proposal from Carroll Buracker and Associates in the amount of $58,750 to conduct a fire and rescue services study for Whitpain Township, a motion to authorize the Township Manager to advertise proposed Ordinance No. 4-223, and several Zoning Hearing Board applications. Mrs. Lieberman then said that once specific information was received about the "World's Greatest" show, she assumed that the Supervisors were not interested in participating. The Board agreed. Mrs. Lieberman noted that Angel Flight wished to make a presentation to the Board at its next meeting on August 5th. The Board told Mrs. Lieberman to schedule it. Mrs. Lieberman then advised the Board that the Historical Society of Whitpain had asked for a contribution towards the anniversary celebration of the Franklinville Schoolhouse. After some discussion, the Board agreed to a $200 contribution. The Supervisors then discussed a legal matter, the Zimmerman Zoning Hearing Board case. The Supervisors then left for the public meeting. The work session was reconvened at approximately 8:25 PM. #13 - 2008 The regular meeting of the Whitpain Township Board of Supervisors was held on Tuesday, July 1, 2008 at the Whitpain Township Building, 960 Wentz Road, Blue Bell, PA. Supervisors Joseph J. Palmer, Brian W. Young, Anthony F. Greco, and Adam Zucker were present. Township Manager, Phyllis Lieberman, Township Engineer/Assistant Township Manager, Roman Pronczak, Township Solicitor, James J. Garrity, Finance Director, M. Elizabeth McBride, Director of Public Works, Ronald J. Cione, Code Enforcement Officer, Michael E. McAndrew, Park and Recreation Director, Kurt W. Baker, Police Chief, Mark Smith, and Recording Secretary, Michele Alifano were also present. Fire Marshal, David M. Camarda was absent. Following the Pledge of Allegiance, Chairman Palmer called the meeting to order. Chairman Palmer made an announcement regarding a new procedure that the Board would like to follow by instituting a sign-in sheet that will allow for more efficient record keeping, and make certain that anyone who wishes to speak will be provided an opportunity to do so. The form will be located at the secretary's desk in the front of the meeting room. Also, in the month of August there will be only one meeting. The date is Tuesday, August 5, 2008 at 8 PM. A motion was made by Mr. McKernan, duly seconded by Mr. Zucker, and unanimously passed to approve the minutes of the July 1, 2008 Supervisors' Meeting. A motion was made by Mr. Greco, duly seconded by Mr. McKernan, and unanimously passed to approve all expenditures on the June, 2008 Voucher List. A motion was made by Mr. McKernan, duly seconded by Mr. Greco, and unanimously passed to allow the Whitpain Township Parks and Recreation Department to put up signs at various locations along Township roadways to advertise for US Sports Institute camp which will take place in Wentz Run Park. The signs will be displayed from July 2, 2008 through July 15, 2008. A motion was made by Mr. Greco, duly seconded by Mr. McKernan, and unanimously passed to approve a request from the Montgomery County Community College for a waiver from the requirement of preparing a land development plan for the construction of two 10' x 12' storage sheds in the area of the athletic fields. The sheds will be located a minimum of 100 feet from any property line. A motion was made by Mr. McKernan duly seconded by Mr. Greco, and unanimously passed to to accept proposal from Carroll Buracker & Associates, Inc. in the amount of $58,750.00 to conduct a fire & rescue services study for Whitpain Township. seconded by Mr. Young, and unanimously passed to authorize the Township
Manager to advertise proposed Ordinance #4-223, an Ordinance amending the
Code of the Township of The Board of Supervisors took no action regarding the following applications to the Zoning Hearing Board: NO. 1794-08: Application filed by Renaissance Kitchen and Bath, Inc. as tenant of the property located at 663 Skippack Pike, Blue Bell, PA, 19422 to request a variance from the terms of Article XVII, Section 160-114.I to allow outside storage, display and sale of granite to be used for countertops. The zoning classification of the subject property is "C" Commercial District. NO. 1795-08: Application filed by 1040 DeKalb Pike, L.P., Palermo's Pizza, as owner of the property located at 1040 DeKalb Pike, Blue Bell, PA, 19422 for a variance from the terms of Article 183.B.(2).(i). & (j) to allow a reduction of the minimum required off-street parking spaces from 47 parking spaces to 25 parking spaces as follows at the subject property:
A motion was made by Mr. Zucker, duly seconded by Mr. Young, and unanimously passed to adopt Resolution Number 859 by Whitpain Township Board of Supervisors approving submission of an application to Montgomery County for trails funding through the Green Fields/Green Towns Program to preserve open space at the Walbridge Property (230 Penllyn Blue Bell Pike). A motion was made by Mr. Young, duly seconded by Mr. Greco, and unanimously approved to amend the Master Trails Plan Study agreement with Land Concepts in the amount of $2200.00 for additional work on preparing a preliminary opinion on the location of a trail easement on the Walbridge Property and for preparing an application to the Montgomery County Open Space Board for grant money from the Green Fields /Green Towns Program to preserve open space at the Walbridge Property (230 Penllyn Pike, Blue Bell). The Board of Supervisors took no action regarding the following applications to the Zoning Hearing Board: NO. 1792-08: Application filed by Joseph Carchedi as a tenant of the property located at 1200 DeKalb Pike also known as 1386 Cherry Lane, Blue Bell, PA, 19422 for the following relief at the subject property:
The zoning classification of the subject property is "C" Commercial District. NO. 1793-08: Application filed by Parec Phipps Station Associates as owner of the property located at 855 Penllyn Blue Bell Pike, Blue Bell, PA, 19422 to request a variance from the terms of Article XVIII, Section 160-112 and to amend Zoning Hearing Board Decision No. 1449-02, dated January 16, 2003, to allow construction of a pool and pool house on any lot in lieu of a home. The zoning classification of the subject property is "C" Commercial District. At this time, Vice Chairman Young called for any comments or questions from the audience. Mr. Dino Mazzotta of 349 Meadowbrook Lane, stated that he was recently involved in an auto accident at the intersection of Skippack Pike & Union Meeting Road, for which he received a citation. He expressed concern over the lack of painted road lines for a turning lane at that location. Mr. Pronczak explained that the Township had previously approached PennDOT to for permission to establish the additional lane, but the intersection did not meet the width criteria. With no further business to come before the Board, Vice-Chairman Young adjourned the meeting at 8:15 p.m. Respectfully submitted,
