Work Session #11 - 2007 A Work Session of the Whitpain Township Board of Supervisors was held on Tuesday, June 5, 2007 at the Whitpain Township Building, 960 Wentz Road, Blue Bell, PA at 7:30 PM for the purpose of reviewing the agenda of the June 5, 2007 Supervisors' Meeting. Chairman Leigh P. Narducci was present with Supervisors Joseph J. Palmer, Brian W. Young, William L. McKernan III, and Anthony F. Greco. James Garrity, Esq. from the Township Solicitor's office, Township Manager Phyllis C. Lieberman, Assistant Township Manager/Township Engineer Roman M. Pronczak, Chief Mark A. Smith, Director of Finance M .Elizabeth McBride, Director of Public Works Ronald J. Cione, Director of Code Enforcement Michael McAndrew, Fire Marshal David M. Camarda, and Parks and Recreation Director Kurt W. Baker were also present. There was one member of the public present. The Supervisors reviewed the agenda discussing the motion to declare Monday, June 18th Armed Forces Appreciation Day in Whitpain Township. Meadowlands Country Club is inviting local service people who served in Afghanistan and Iraq and their families to use the club's recreational facilities that day. Club members will serve as caddies and serve food to these guests in appreciation for their service to our country. The Supervisors then continued reviewing the agenda discussing the announcement about the Executive Session held on May 23rd, approval of the minutes of May, 14, 2007, approval of the May 2007 voucher list, authorization to advertise for bids for the paving of the parking lot at the Stony Creek Sports Park, two confirming motions to release escrow, a motion to adopt Resolution No. 828 accepting Deeds of Dedication of the area between the legal and ultimate right-of-way of Walton Road adjacent to the Woodfield Subdivision and to accept the Deeds of Dedication for the sanitary sewers serving this development, approval of a Stormwater Best Management Practices Operations and Maintenance Agreement between William Gordon, owner of 1689 Sylvan Drive and Whitpain Township, authorization to advertise Ordinance No. 306, an ordinance prohibiting parking except to handicapped persons or disabled veterans on a portion of Maple Avenue, and a public hearing on proposed Ordinance No. 305 adopting new limitations on the pollutants that may be discharged into the Ambler Wastewater Treatment Plant. Mrs. Lieberman said that a resident of the Yorkshires Development had written a letter asking that the Noise Ordinance be amended, because the developers of the adjacent Deer Lake Development begin construction at 6:00 AM on Saturdays and Sundays. She explained that Mr. Narducci had suggested that rather than amending the ordinance, she call the developer and ask him to wait until 8:00 AM to begin work on weekends. She reported that she made the call and they will not begin construction before 8:00 AM on weekends. Mrs. Lieberman asked the Supervisors if they had any objections to a request from the Wissahickon Valley Watershed Association to place signs on the various parcels of land that were jointly preserved by the Township, the Association, and the County. The signs would have the name of the preserve and the seals of the entities that preserved them. After some discussion, the Supervisors had no objections, but asked that the Township's seal be prominent. Mr. Baker then discussed the need for additional funding for the Waetzmann Group's plan for Prophecy Creek Park. He explained that additional stormwater management work was needed and that the Supervisors' subcommittee had asked them to do some additional work. Finally, they will prepare for and run the public meeting when the plan is presented. The Supervisors asked Ms. McBride if there were additional funds that could be used for this purpose. She said that there were. They agreed to the appropriation. Mr. Pronczak then told the Board that Whitpain, Whitemarsh, and County staff have been meeting regarding the Broad Axe Intersection and that it was decided to get a proposal for engineering services from McMahon. That proposal came in and it was reasonable, and it can be funded by the money that Representative Gerber got the two townships. Mrs. Lieberman said that Sharon Duboin had scheduled another meeting regarding Wings Field on June 21st from 11:00 AM until 2:00 PM. She asked which two Supervisors would attend. Mr. Young and Mr. Palmer said that they would. Mrs. Lieberman asked the Supervisors when they wanted the Supervisors' Meetings to be scheduled in July and August. They chose July 17th and August 7th. Mr. Pronczak noted that the Transportation Management Association will be meeting at our Township Building on June 13th at 8:00 AM if any of the Supervisors wished to attend. The Supervisors discussed one legal matter. The Supervisors then left for the public meeting. The Work Session was reconvened only to sign documents. Phyllis C. Lieberman
#11 - 2007 Following the Pledge of Allegiance, Chairman Narducci called the meeting to order. An announcement was made declaring Monday, June 18th as Military and Armed Forces Appreciation Day in Whitpain Township. In appreciation for the services provided by these fine men and women, Meadowlands Country Club will be inviting local service people to be their guests to use their facilities for the day. Also, the Board of Supervisors held an Executive Session to discuss a legal matter on Wednesday, May 23, 2007 at 3:00 PM at the Township Building. The session was closed to the public. Chairman Narducci announced the dates for the upcoming regular Board of Supervisors meetings which are scheduled for Tuesday, June 5, 2007 and Tuesday, June 19, 2007 at 8:00 p.m. A motion was made by Mr. Greco, duly seconded by Mr. McKernan, and unanimously passed to approve the minutes of the May 14, 2007 meeting. Mr. Young abstained from the vote as he was absent from the meeting on that particular evening. A confirming motion was made by Mr. Greco, duly seconded by Mr. McKernan, and unanimously passed motion to approve all expenditures on the May, 2007 voucher list. A motion was made by Mr. Palmer, duly seconded by Mr. Young, and unanimously passed to authorize the Township manager to advertise for bids for the paving of the parking lot at the Stony Creek Sports Park, 500 North Wales Road. One confirming motion was made by Mr. Greco, duly seconded by Mr. Palmer, and unanimously passed to release of $516,341.35 (Release #5) from the escrow fund for the Amberley at Blue Bell Apartment Project at Morris Road and North Wales Road, and to release $90,219.73 (Release #4) from the escrow fund for Woodfield (Spahr Tract). A motion was made by Mr. Young, duly seconded by Mr. Greco, and unanimously passed to to adopt Resolution Number 828 to accept deeds of dedication of the area between the legal and ultimate right-of-way of Walton Road adjacent to the Woodfield subdivision; and to accept the deeds of dedication for the sanitary sewers serving this development. A motion was made by Mr. Greco, duly seconded by Mr. Palmer, and unanimously passed to approve a Stormwater Best Management Practices Operations and Maintenance Agreement between William Gordon, owner of 1689 Sylvan Drive and Whitpain Township. This agreement addresses maintenance responsibilities for an on-site stormwater management system. A motion was made by Mr. McKernan, duly seconded by Mr. Young, and unanimously passed to authorize the Township Manager to advertise proposed Ordinance Number 306, an Ordinance prohibiting parking except to handicapped persons or disabled veterans on a portion of Maple Avenue, Whitpain Township, Montgomery County, Pennsylvania and fixing penalties for violations. A motion was made by Mr. Young, duly seconded by Mr. McKernan, and unanimously passed to adopt Ordinance No.305, an Ordinance amending Chapter 122, §122.6.A of The Code of The Township of Whitpain adopting new limitations on the pollutants that may be discharged into the Ambler Wastewater Treatment Plant and repealing all Ordinances or parts of Ordinances inconsistent herewith. Vice Chairman Palmer asked if any member of the Board had any comments. There were none. Mr. Palmer then asked if any member of the audience wished to address the Board. There were no comments. At this time, Mr. Palmer remarked that he had been a representative of the Township at the Memorial Day Service that was held at Boehm's Church. He acknowledged the efforts of Township resident, Mr. Bob Whittock, on assisting with the identification of soliders and the provision of headstones. Mr. Palmer thanked Mr. Whittock for his contributions. There being no further business to come before the Board, on motion made by Chairman Narducci, the meeting was adjourned at 8:20 PM.
