Work Session #10 - 2007 A Work Session of the Whitpain Township Board of Supervisors was held on Monday, May 14, 2007 at the Whitpain Township Building, 960 Wentz Road, Blue Bell, PA at 7:30 PM for the purpose of reviewing the agenda of the May 14, 2007 Supervisors' Meeting. Chairman Leigh P. Narducci was present with Supervisors Joseph J. Palmer, William L. McKernan III, and Anthony F. Greco. Township Solicitor J. Peirce Anderson, Township Manager Phyllis C. Lieberman, Assistant Township Manager/Township Engineer Roman M. Pronczak, Chief Mark A. Smith, Director of Finance M .Elizabeth McBride, Director of Code Enforcement Michael McAndrew, Fire Marshal David M. Camarda, and Parks and Recreation Director Kurt W. Baker were also present. Supervisor Brian W. Young and Director of Public Works Ronald J. Cione were absent. There were no members of the public present. The Supervisors reviewed the agenda discussing the announcement of the week of May 20th to May 26th as National Emergency Services Week, the scheduling of meetings for the month of June 2007, approval of the minutes of the May 1, 2007 Supervisors' Meeting, confirming motions to release escrow for Phipp's Station, the Broad Axe Tavern, and for the Deer Lake Development, adoption of Resolution No. 827 fixing fees for various permits, hearings, plan reviews, municipal pre-treatment, and other miscellaneous items, authorization to advertise proposed Ordinance No. 305 adopting new limitations on the pollutants that may be discharged into the Ambler Wastewater Treatment Plant, and one Zoning Hearing Board application. Mrs. Lieberman noted that the Wissahickon Valley Historical Society, which rents the 1895 School House from the Township, is going to replace the roof. They will be applying for grants, but using some of their own money to fund the project. Their lease expires in 2011 and they would like to have a commitment from the Township regarding their continued use of the property. After a short discussion, the Supervisors suggested that a lease extension be prepared. Mr. Pronczak then explained that the group proposing to develop the Reed's Hotel property has returned to the Planning Committee with a less dense proposal. The structures are now two stories with an underground parking level and there is a greater buffer along the residential side closest to Carriage Lane. There would also be a second exit through the CVS/WAWA properties onto Route 202, where we eventually expect a traffic signal. The Supervisors discussed two legal matters and left for the public meeting. The Work Session was not reconvened. Phyllis C. Lieberman #10 - 2007 Following the Pledge of Allegiance, Chairman Narducci called the meeting to order. An announcement was made declaring the week of May 20, 2007 through May 26, 2007 as National Emergency Medical Services Week. Also, a letter of praise was received from resident, Mrs. Linda Platt, regarding an incident that took place on April 24, 2007, in which Whitpain Firefighters, Bob Gannon and Andrew Delaney, as well as Joe Staniszewski and Scott Hower of the Second Alarmers responded to a medical emergency for a patient at a doctor's office who had lost consciousness. Fire Marshal David Camarda remarked that Firefighters Bob Gannon and Andrew Delaney were first to arrive on the scene, and they were able to intubate and resuscitate the man, ultimately saving his life. The letter has been attached to and made part of these minutes. Chairman Narducci announced the dates for the upcoming regular Board of Supervisors meetings which are scheduled for Tuesday, June 5, 2007 and Tuesday, June 19, 2007 at 8:00 p.m. A motion was made by Mr. Palmer, duly seconded by Mr. Greco, and unanimously passed to approve the minutes of the May 1, 2007 Supervisors' Meeting. One confirming motion was made by Mr. McKernan, duly seconded by Mr. Greco, and unanimously passed to release $140,220.04 (Release #3) from the escrow fund for the Phipps' Station (S-3-03), located on the western side of Penllyn Blue Bell Pike between the Blue Bell Inn and Sunrise, $37,634.43 (Release #3) from the escrow fund for the Broad Axe Tavern, 901 W. Butler Pike (LD-3-06), and $39,973.50 (Release #4) from the escrow fund for the Deer Lake Development (Anderson / Lake Tracts LD-8-04), located on the southeastern corner of Morris and North Wales Roads. A motion was made by Mr. McKernan, duly seconded by Mr. Palmer, to adopt Resolution No. 827, a Resolution fixing fees for building permits, plumbing permits, mechanical permits, fire alarm permits, Zoning Hearing Board applications, zoning permits, Conditional Use hearings, Zoning Ordinance amendment applications, rezoning applications, Subdivision and Land Development plan reviews and submissions, sanitary sewer permits and connections, municipal pre-treatment, and miscellaneous items pursuant to permit requirements established under the Codes of the Township of Whitpain. A motion was made by Mr. Palmer, duly seconded by Mr. McKernan, and unanimously passed to authorize the Township Manager to advertise Ordinance No. 305, an Ordinance amending Chapter 122, §122.6.A of The Code of The Township of Whitpain adopting new limitations on the pollutants that may be discharged into the Ambler Wastewater Treatment Plant and repealing all Ordinances or parts of Ordinances inconsistent herewith. The Board of Supervisors took no action regarding the following application to the Zoning Hearing Board: NO: 1739-07: Application filed by Deer Lake Development, Inc. as owner of 1980 Morris Road, Lot #1 (111 Elk Court) and Lot #3 (107 Elk Court), Blue Bell, PA, 19422 for variances from the terms of Article VIIIA, Section 160-41.2B(3)to allow the temporary reduction of the minimum required 100' setback along North Wales Road to 96.2 feet for Lot 1 (111 Elk Court) and 91.2 feet for Lot 3 (107 Elk Court) at the subject property. The zoning classification of the subject property is "R-3A" Low-Intensity Multifamily Districts.
